A new door carried metal. A 300kg gold consignment left Singapore on 15 September, transited Guangzhou and cleared at Sanya Phoenix International Airport into the Shanghai Gold Exchange's Sanya warehouse.

IThree clearances ran as one
Documents moved first. Part of the paperwork was checked while the cargo was still in the air, under what Sanya customs calls advance declaration.
The metal stayed airside. Air-to-air transit moved the gold between flights without entering the domestic landside, and apron collection took it straight from the stand.
IISanya sits inside the permit regime
Fifteen districts qualify. Sanya is one of 15 customs districts operating the People's Bank of China gold permit without a separate licence for each batch.
The easing is dated. The central bank and the customs administration published the optimised arrangement on 30 April 2026, effective 1 June.
IIIThe warehouse gives it a destination
The exchange holds it. The consignment went into the Shanghai Gold Exchange's designated Sanya warehouse. Sanya Daily calls it the port's first large direct gold import since that warehouse opened.
01What would change this call+
A single consignment that is not repeated. One shipment proves a route can be worked, not that it will carry volume, and no second movement has been announced.
02What the permit regime is+
Gold entering and leaving China requires a People's Bank of China import or export permit. The stricter form of that control issues one licence for each consignment, which ties every shipment to its own approval and to the clearance point named on it. The arrangement Sanya operates issues a licence that is not tied to a single batch, which lets an approved importer move successive consignments against one permission. A joint notice from the central bank and the General Administration of Customs, published on 30 April 2026 and effective 1 June, optimised that arrangement further. Fifteen customs districts run it.

Sanya Daily's account of 17 September 2026 was read directly, with the Sina Finance carriage of the International Tourism Island Business Daily and Tencent News read alongside it; all three carry the same weight, the same routing through Guangzhou, the same combination of advance declaration, air-to-air transit and apron collection, and the same 15-district permit line. The 30 April 2026 notice date and the 1 June effective date are stated in the Chinese reports and are printed on their authority; the notice itself was not fetched. Two things reported elsewhere are deliberately absent. A syndicated headline puts a yuan value on the shipment; no value is in the Sanya Daily account, so none is printed and none is derived from a gold price, which would be an invented number. Secondary accounts describe a longer licence validity and a removed batch cap in the 30 April notice; neither is in the sources read here. The superlative is attributed rather than asserted: it is Sanya Daily that calls this the port's first large direct gold import since the exchange warehouse opened, and the claim is scoped to that warehouse's life, not to the port's history.
