Gareth Penny gives CIBJO an 8-point plan for natural diamonds

IThe diagnosis is demand
Volume went synthetic. Penny told the congress that synthetic stones now take the majority by volume of US engagement rings. Consumer trust, he said, can no longer be assumed.
The quote is short. "Our industry is in the middle of a real crisis," Penny said. Five of the eight points are about what the trade says, not what it digs or cuts.
IIThe eighth point names De Beers
He wants the seat. The last point asks De Beers to lead beyond its own business. Penny leads the group Anglo American picked in July to buy it.
The price is public. Bloomberg put the consortium's price at about $1 billion, roughly $750 million on closing. Nothing in the plan says who funds the marketing it asks for.
IIIA congress is not a budget
Intent, not instrument. A congress speech states what the trade wants. CIBJO's 100th year drew the sector's standards bodies to Vicenza from 4 to 7 September.
The audience writes rules. CIBJO's members are national jewellery associations and laboratories, so the room Penny addressed writes the standards his transparency point relies on.
01What would change this call+
A funded campaign with a named budget and a named payer, announced before the De Beers sale closes. That would move the plan from a statement of intent to an instrument, and would change what the eighth point is asking for.
02What CIBJO is and what it can do+
CIBJO, the World Jewellery Confederation, was established in 1926 and is a federation of national trade associations, laboratories and sector bodies rather than a company or a regulator. It writes the Blue Books, the voluntary grading and disclosure standards that national associations adopt, and it holds consultative status at the United Nations Economic and Social Council. It has no power to levy, spend or enforce, which is why a plan addressed to its congress is a request to members rather than a decision.

The eight points, the count of eight and the wording condensed in Table I are JCK's, published 4 September 2026. CIBJO's own release on the same session presents the same material as an unnumbered run of priorities, so the count is disclosed as JCK's rather than stated as the speaker's. The reading that five of the eight concern messaging counts points one to five, which address what the trade says about its product; points six to eight address structure, product and leadership. Penny's titles are former group chief executive of De Beers and chairman of the board of Ninety One, the latter from CIBJO's release. The $1 billion and $750 million figures are Bloomberg's, reported 29 July 2026 and carried here on 30 July; they are not figures given at the congress. The claim about synthetic share of US engagement rings is Penny's, as reported, and is carried as his statement rather than as a measured figure.
