Namdeb asks Namibia for fresh capital as diamond revenue falls
Finance minister Ericah Shafudah says Namdeb Holdings proposed a recapitalisation in September. No amount is set, and its chief executive puts revenue 60% below the pre-slump forecast.

What changed
The producer wants its owners to pay in. Namdeb Holdings, which owns Namdeb and Debmarine Namibia, approached the government in September proposing a recapitalisation, the finance minister told The Namibian. The amount is not yet known.
What it means
- If you buy Namibian rough: The producer is asking its owners for capital. The Namibian's report mentions no change to output or sales.
- If you follow the De Beers sale: De Beers owns half, so a recapitalisation falls partly on whoever owns De Beers.
- What this is not: A bailout. No amount is named, and Namdeb declined to comment.

The state is half the owner
A 50:50 company. Namibia and De Beers each own half of Namdeb Holdings. Shafudah said the request is unusual for a company once asked only about dividends.
Revenue was revised down. Shafudah said the diamond sector's troubles contributed to a downward revision of revenue. Miners paid N$239 million in corporate tax and N$1.16 billion in royalties in 2024/25, the budget shows. Diamonds once yielded up to N$5 billion a year, she said.
| Measure | Figure | Who says so |
|---|---|---|
| Value lost since mid-2022 | Nearly N$13bn | Namdeb, August 2026 |
| Revenue against pre-slump forecast | 60% lower | Chief executive Riaan Burger |
| Diamond miners' corporate tax, 2024/25 | N$239m | Namibia's budget |
| Diamond miners' royalties, 2024/25 | N$1.16bn | Namibia's budget |
| Diamond revenue to the state, at its height | Up to N$5bn a year | Finance minister Ericah Shafudah |
Every figure is The Namibian's report of what each person or document said; none is Carat Capital's arithmetic. The N$13bn is described by Burger as net present value. The tax and royalty figures cover all diamond mining companies, not Namdeb alone.
No amount, no comment
Forecasts were missed. Chief executive Riaan Burger says revenue has run 60% below what Namdeb forecast before prices fell.
The proposal is unfinished. Shafudah said Namdeb has not finalised its proposal, so the government does not yet know how much it needs. She did not say what the capital would fund.
The board escalated it. Board chair Alex Gawanab said management has contingency plans for worst-case scenarios. Spokesperson Grace Luvindao declined to comment.
What to watch
- Q4 2026Whether Namdeb finalises its proposal and names an amount.
- Q4 2026The De Beers sale process, since half of any capital call on Namdeb falls on De Beers' owner.
- Next budget updateNamibia's revised diamond revenue, which the minister says has been cut.

What would change this call
A statement from Namdeb or De Beers that the capital is for a specific project, such as a new vessel or mine extension, rather than for operations. Then this is investment, not distress.
How Namdeb is owned
Namdeb Holdings is a 50:50 joint venture of the Namibian state and De Beers. It owns Namdeb, which mines on land and along the coast, and Debmarine Namibia, which mines offshore. A recapitalisation asks both owners for new equity in proportion to their stakes.
