GJEPC opens UNNATI with 1,100 women at Surat launch
The export council's skilling mission aims to register at least 200 women in a first phase. A thousand women artisans also get identity cards carrying ₹1 lakh of medical cover.

What changed
The council put a number on it. GJEPC launched UNNATI in Surat on 5 October with more than 1,100 women present. The first phase targets at least 200 registered for skilling courses.
What it means
- If you run a Surat cutting floor: The Parichay Card scheme puts 1,000 of your women artisans on a register with medical cover attached.
- If you hire in Gujarat: The first phase trains 200 against 1,100 who turned up. Demand at the launch outran the programme by more than five times.
- If you track India's export target: GJEPC ties this to $100 billion of gem and jewellery exports by 2040, the figure it keeps returning to.
- What this is not: A welfare scheme. The council's own framing is an investment in industry capacity, and no budget figure is published.

Eleven hundred came for two hundred
A five-fold gap. More than 1,100 women attended, including homemakers and students. The first phase aims to register at least 200 for skilling courses.
Surat first. The launch ran at Sardar Patel Smruti Bhavan in Surat, as the Gujarat chapter of what the council calls a national mission.

Notes on this table
The release reports the attendance and states the other figures as targets; the table labels each one rather than running them together. The budget row is a searched negative: the release's own body text was searched for a rupee mark, crore, lakh outside the insurance clause, budget, outlay and funding, and carries no cost or allocation figure for the programme itself. The deputy chief minister's call for 10,000 women within a year is his request at the launch, not a council commitment, and is reported below rather than tabled here.
Cards and cover for artisans
A thousand cards. GJEPC will issue Parichay identity cards to 1,000 women Ratnakalakars in a first phase, each carrying free medical insurance of up to ₹1 lakh.
Treatment access. The council says the cover is intended to let holders use leading hospitals, and urged eligible women artisans to register.
Ten named roles. The courses on show run from diamond assorter, polisher and planner through CAD and hand-sketch design to wax and metal setting and retail sales.
Tied to the hundred-billion target
The standing goal. Chairman Kirit Bhansali links the mission to the industry's ambition of US$100 billion in gem and jewellery exports by 2040.
A bigger ask. Gujarat's deputy chief minister Harsh Sanghavi asked the council to aim far wider than the launch cohort. He said: "Unnati should not stop at 1,000 or 2,000 women."
No money named. The release publishes no budget, outlay or funding figure for the programme, and a search of its own text for one returns nothing.
What to watch
- Through October 2026Whether the first 200 registrations are reported as filled. The release gives a target and no date for reaching it.
- Next GJEPC chaptersThe council calls UNNATI national but has launched only Gujarat. The second chapter and its city are the test of that word.
- 17 October 2026India's August gem and jewellery export statistics, the series the $100 billion target is measured against.

What would change this call
A second chapter with a published budget. A figure attached to the mission would turn a set of targets into a sized commitment, and the absence of one is the main thing this release does not settle.
What a Parichay Card is
GJEPC's Ratnakalakar Parichay Card is an identity document for diamond and jewellery artisans, intended to give a largely informal workforce a recognised record of its trade. The women's tranche announced here attaches free medical insurance of up to ₹1 lakh to the card. Ratnakalakar is the trade's own term for a diamond worker, and Surat is where most of India's cutting and polishing workforce sits.
Method
The release was fetched to raw bytes at gjepc.org, HTTP 200, 42,320 bytes, saved to newsroom/sources/2026-10-07/unnati.html, and read inside its own article block rather than across the page's long navigation menus. Its on-page date reads Oct 06, 2026 and its body gives the event date explicitly as the launch on 5th October 2026; the event date is what the dateline above uses, per the house rule that a release body's own date beats the index wrapper. Figures read from the body: more than 1,100 women, at least 200 in the first phase, 1,000 women Ratnakalakars, ₹1 lakh of cover, US$100 billion by 2040, and ten named job roles, counted off the release's own list. The budget negative was run as a command on the saved body text in this run and its output read: budget zero hits, outlay zero, allocation zero, crore zero, Rs. zero, lakh one and the rupee mark one, both of those being the same ₹1 lakh insurance ceiling; the single hit for funding is the phrase access to funding in a list of programme pillars and carries no figure. ARCHIVE: searched website/content/articles.json for UNNATI, zero hits; Viksit Bharat, zero; Ratnakalakar Parichay, zero. GJEPC appears in the archive as a recurring source and subject, and those hits concern export statistics and other council activity, not this mission; the entity-specific terms returning zero is what establishes this item as NEW. The negative claim about a budget is established by search rather than assumed: the saved file's own body was searched for budget, outlay, funding, allocation, crore and a rupee mark outside the insurance clause, with no cost figure found. ONE PULL QUOTE is carried in this edition and it is the Sanghavi line above, counted at nine words before it was written: Unnati / should / not / stop / at / 1,000 / or / 2,000 / women. The remarks by Kirit Bhansali and Govind Dholakia in the release run well over the cap and are paraphrased with attribution instead. The release was carried the same day by several Indian trade titles, so this is a same-day read of a primary rather than an exclusive, and it is filed as such.
